		<description>This seemed surprisingly innocuous, all things considered, on a quick review until I scanned the provision in 406(b)(2) that would allow the Commission to ascribe whatever meaning it deems necessary to terms in the Act, includingthe term &#039;client,&#039; which effectively overcomes the Court&#039;s finding in Goldstein v. SEC.  In essence, this clears the path for the Commission to reimpose the requirement to register upon any adviser with 15 or more investors in their fund, and to determine how those advisers will be regulated and monitored.</description>
